Where your part of the line ends
CCWSA's customer article puts the boundary at the tap, where your service line joins the sewer main: the line from the house to that connection is private.
Source: CCWSA, water and sewer boundaries, read October 24, 2026“The connection of the service line (sewer) to the sewer main (tap point) is the boundary. The service line from the house to the connection point is private property”
On your side of that line? That part is the work we do. Call (404) 482-2527 or send a request.

Local rules in Holly Springs
What the city and its utilities publish about the jobs we do here, each with its source (checked in October 2026). The provider's full rules are on Cherokee County.
When sewage backs up
- CCWSA says full-time crews maintain and inspect its sewer collection system with a portable camera for looking inside mains and a water-jet unit for clearing stoppages such as grease, and it reports every spill to Georgia EPD whatever its size (ccwsa.com).
- CCWSA says a damaged or failing private sewer service line is the property owner's to fix and calls it a job for a plumber, warning that opening the cleanout to let sewage run onto the ground creates new problems (ccwsa.com).
Your sewer line and the public main
- CCWSA's sewer specifications, revised in May 2026, have the authority maintaining its sewer mains and laterals out to the public right-of-way (county, city or state) or to the edge of a CCWSA easement (ccwsa.com).
- A CCWSA customer article instead treats the tap where the service line joins the sewer main as the boundary, with everything from the house to that point counted as private property (ccwsa.com).
Cleanouts (1)
- CCWSA's specifications have each new sewer service end in a six-inch PVC cleanout at the right-of-way or easement line, keep any structure at least five feet from a sewer cleanout, and let plumbers connect only to the end of the service provided for the lot (ccwsa.com).
Roots and pipe defects (1)
- CCWSA mows its sewer rights-of-way both for access and to keep plant roots from growing into its sewer lines as far as possible (ccwsa.com).
Grease and what goes down the drain (1)
- CCWSA's grease management program targets restaurants and other heavy grease users; because homeowners pouring cooking oil down the drain are harder to regulate, the authority relies on public education for them (ccwsa.com).
Permits (3)
- Holly Springs' code requires an owner, agent or contractor to get a permit from the city's building official before installing, altering, repairing or replacing a plumbing system covered by the construction codes (Municode).
- Holly Springs' code calls for an underground plumbing inspection after trenches are dug and the piping is installed but before any backfill (Municode).
- Holly Springs' Community Development Department handles building permits, electronic plan submittals and code enforcement for the city (hollyspringsga.us).
Digging in the street or right-of-way (2)
- Holly Springs requires an excavation permit from the city clerk, backed by a surety bond, to dig in or under any street. The permittee must restore the street and keep it in repair for 24 months, and settling in that time counts as proof of defective backfill (Municode).
- Holly Springs Public Works issues construction, sidewalk and public right-of-way permits and handles right-of-way maintenance and repair (hollyspringsga.us).
Your water line (3)
- Holly Springs' rezoning and conditional use application asks for a water and sewer availability letter from CCWSA (hollyspringsga.us).
- CCWSA's water responsibility ends at the meter: it owns and runs the mains in the public right-of-way and the meter itself, but not the private plumbing or the service line from the meter to the home, and leaks on that line are not its responsibility (ccwsa.com).
- CCWSA offers leak adjustments once the customer shows a plumber's receipt or another receipt for the repair (ccwsa.com).
Septic systems (2)
- North Georgia Health District environmental health specialists evaluate properties for septic permits and advise homeowners about their septic systems, working from an office in each of the district's six counties (nghd.org).
- The North Georgia Health District's Cherokee County Environmental Health office is on Bluffs Parkway in Canton (nghd.org).
Other local rules (3)
- Georgia EPD's statewide service line dashboard lists eight public water systems in Cherokee County, including systems for Canton, Woodstock, Ball Ground and Waleska, and none run by Holly Springs (ga-epd.120water-ptd.com).
- CCWSA says it provides drinking water to more than 190,000 Cherokee County residents and wastewater service to more than 27,000 (ccwsa.com).
- CCWSA's sewer use regulations ban stormwater, groundwater, roof runoff, swimming pool drainage and condensate from its sewers unless the authority specifically allows them (ccwsa.com).
