Where your part of the line ends

You maintain and repair your whole sewer lateral, from the house to where it joins the public main, including the part under the sidewalk and street.

“This includes both the portion on private property and the portion located beneath the sidewalk and street up to the point where the lateral connects to the public main.”

Local rules in Lithia Springs

What the city and its utilities publish about the jobs we do here, each with its source (checked in October 2026). The provider's full rules are on Douglas County.

When sewage backs up

  • The Douglasville-Douglas County Water and Sewer Authority (WSA) takes sewer problem calls 24 hours a day; when it isn't clear whether a backup is in the private lateral or the public main, WSA inspects the main free of charge and repairs it as soon as possible if the blockage is there (ddcwsa.com).
  • If WSA finds the public main clear, it tells the owner the blockage is probably in the private lateral, which is the owner's to maintain or repair, and it warns residents never to open manholes or other WSA structures (ddcwsa.com).
  • WSA's customer service takes problem reports weekdays from 7:30 a.m. to 5:30 p.m.; after hours and on weekends its Dispatch Office handles emergencies only, and problems can also be reported by email (ddcwsa.com).

Your sewer line and the public main

  • WSA's rules make owners repair all private service laterals wherever they are located, while WSA repairs the mains in public streets, dedicated rights-of-way and its own easements (Rule 3-12) (ddcwsa.com).
  • WSA's rules define the private sewer lateral as the owner's pipe from the building drain to the public sewer, with the building drain ending three feet out from the building's outside wall (Rule 3-2) (ddcwsa.com).
  • WSA or its approved agent installs new sewer services at the owner's expense, and the initial installation covers the pipe and fittings from the main to the edge of the property line (Rule 3-10) (ddcwsa.com).

Cleanouts (2)

  • WSA's 2026 design and construction standards require sewer cleanouts to be located outside driveways and kept at or below ground level, with a bronze top and cap where they sit in parking areas (ddcwsa.com).
  • WSA charges $50, under its rules effective January 1, 2026, to repair or replace a customer's sewer cleanout cap, and the charge may be added to the sewer bill (Rule 4-2) (ddcwsa.com).

Roots and pipe defects (1)

  • WSA's sewer evaluation surveys use video cameras and other tools to look for root intrusion, groundwater infiltration and structural problems in its pipes and manholes (ddcwsa.com).

Grease and what goes down the drain (2)

  • The regional FOG Facts flyer linked from WSA's Story of Water page calls fats, oils and grease the top cause of sewer blockages in metro Atlanta and warns that residents may be held liable for damage and cleanup costs when they cause a sewer backup (northgeorgiawater.org).
  • WSA's 2026 water quality report tells customers not to flush any wipes or sanitary products (ddcwsa.com).

Permits (3)

  • Douglas County's Building Permits & Inspections office requires plumbing permits for any new or renovation work, including lawn irrigation systems, and inspections requested by phone or email usually take place within 24 hours on weekdays (douglascountyga.gov).
  • Douglas County's code issues plumbing permits only to holders of a state master plumber license, except that a homeowner may obtain permits for work on his or her own primary single-family home (Sec. 6-12) (Municode).
  • Douglas County's code makes it unlawful to begin any plumbing installation before a permit is obtained and its fee paid to the permit office (Sec. 6-84) (Municode).

Digging in the street or right-of-way (3)

  • Douglas County's Department of Transportation utility engineer handles permitting for all utility construction in county rights-of-way and enforces the county's rules for protecting them (douglascountyga.gov).
  • Douglas County's code requires utilities to get a transportation department permit before cutting pavement or boring in a county right-of-way, and allows street cuts for crossings only with the department's approval after at least three attempts to bore at different spots (Secs. 14-40, 14-49) (Municode).
  • If a plumber pinpoints a lateral problem under the street and cannot clear it, WSA decides whether the line must be dug up there, and it makes that repair itself only in certain circumstances (ddcwsa.com).

Your water line (3)

  • WSA's 2025 annual financial report says it is the sole provider of water, sewer and stormwater service in Douglas County outside the cities of Villa Rica and Austell (ddcwsa.com).
  • WSA's Report a Problem page says water and sewer lines on a property from the meter to the house are the owner's responsibility, while the meter and the lines in the road right-of-way are WSA's (ddcwsa.com).
  • WSA's rules have WSA repair water mains and service lines in public streets and dedicated rights-of-way, and bar anyone from operating a valve, curb stop or meter without WSA's written approval (Rules 2-36 and 2-10) (ddcwsa.com).

Septic systems (3)

  • Douglas County's 2023 Lithia Springs small area plan says water lines reach most of the area but sewer access is much more limited, partly because of granite bedrock, with gaps especially north of Veterans Memorial Highway and in the western part just north of I-20 (douglascountyga.gov).
  • A septic repair permit from Cobb & Douglas Public Health in Douglas County requires a letter from the water and sewer provider stating that public sewer isn't available, a record of the past 12 months of water use, and a Level 3 soil report if none is on file (cobbanddouglaspublichealth.com).
  • Records for an existing septic system can be requested through Cobb & Douglas Public Health's online Environmental Assessment Record Request form (cobbanddouglaspublichealth.com).

Other local rules (3)

  • WSA's 2025 annual financial report counts 20,165 residential sewer connections against 43,789 residential water connections, so many homes on WSA water are not on its sewer (ddcwsa.com).
  • WSA's Engineering Department provides written verification of whether water or sewer service is available at a location before a property connects (ddcwsa.com).
  • A WSA water customer on septic agrees, by accepting a water meter, to connect to the public sewer within six months of notice once the septic tank needs repair and sewer is available, and must tell future buyers about this requirement (Rule 1-19) (ddcwsa.com).
